Corrections Health Medical Director, Oregon

Job description


Overview:
At Corrections Health, we provide medical, mental and dental health care to adults and youth in custody at Multnomah County Jails and Juvenile Detention Facility, as mandated by Federal and Oregon law. The Corrections Health Medical Director oversees and directs clinical services within Corrections Health. These services will include communicable disease screening, nursing, medical and dental assessment, triage and treatment, emergency response, and health education.

Corrections Health also addresses the need for detection and management of clients with communicable diseases (TB, STIs, and HIV), prenatal care and treatment, as well as poly-substance drug detoxification.

The Corrections Health Medical Director requires an understanding of the importance of culturally appropriate care and addressing health disparities of BIPOC communities, which are disproportionately represented in Multnomah County Jails. Also required is the collaboration, coordination and maintaining an excellent working relationship with the Multnomah County Sheriff's Office (MCSO) leadership Public Health and other divisions within the health department, PPB, judges, attorneys and staff when necessary to achieve appropriate interdisciplinary management.

Primary responsibilities of this position include:

Leadership:
Administrative duties would include participating in weekly Leadership Team meetings, serving as co-chair of CQI Committee, overseeing providers and development and implementation of clinical policies, procedures and protocols to support quality care delivery.

As well as responsible for recruiting, orientation and supervision of providers, specialty providers and on call providers; ensuring adequate clinical coverage. The Corrections Medical Director will provide coverage for clinical colleagues in their absence and on-call support off hours for the Corrections Health program as scheduled.

Review cases for the County Attorney's office on tort claims and lawsuits filed by clients who have received services by Corrections Health and serve as the Responsible Physician for the purposes of National Commission on Correctional Health Care accreditation.

Clinical Medical Care:
-Diagnosing and treating acute and chronic medical conditions according to scope of practice.
-Conducting medical history and physical exams as well as ordering and interpreting diagnostic tests.
-Devising a course of treatment, discussing alternative treatment, risk and benefits of treatments, prescribing and monitoring medications.
-Providing appropriate counseling to patients and reassessment of the patient at appropriate intervals.

Utilization Management:
-Developing and updating medical policies and procedures.
-Reviewing adequacy of access to care and quality of care through formal quality improvement process.
-Determining need for specialty and rehabilitative services through review of referrals made by providers.
-Reviewing utilization of outside health services and assessing the need for procedural modifications.
-Reviewing medication formulary and medication utilization.
